The Commission on Human Rights (CHR) on Wednesday released a resolution upholding its initial findings that the RCBC-Tanauan incident was a rubout case. The commission is now set to conduct a joint public hearing with the House of Representatives, Committee on Human Rights.

In a 21-page resolution signed by CHR Chairperson Leila de Lima, Commissioners Cecilia Rachel Quisumbing and Ma. Victoria Cardona, the independent body noted “the conclusion of the CHR Composite Team that investigated the RCBC-Tanauan killings that no shootout could have possibly transpired as claimed by the PNP [Philippine National Police] and there are, however, strong indications that suggest a rub-out in the killing of Messrs. Pepito Magsino, Vivencio Javier, Angelito Malabanan and Rolando Lachica.”

The resolution said there is a need to get the actual number and identities of the PNP personnel, to clarify inconsistencies in the submitted PNP documents.

The CHR will request PNP Chief Gen. Avelino Razon, Jr. to seriously consider placing the officers and personnel/operatives involved in the Tanauan incident under preventive suspension or any appropriate relief.

“The public hearing will be conducted at the CHR Central Office but no definite date has been set,” the CHR said.

On May 23, de Lima directed the CHR Region 4 to immediately dispatch a Quick Reaction Team to look into the possible human rights violations surrounding the alleged shootout incidents on May 21 and 22 in Tanauan, Batangas.
